The Public Policy Forum conducts annual research for the The Milwaukee Foundation's Report Card on Charitable Giving. The first annual report on philanthropy in metropolitan Milwaukee was published in 1997. It has been updated each year since then.

Metropolitan Milwaukee's nonprofit communities are experiencing a perfect storm; demand is up, giving is down, and some of the organizations designed to help those in need find themselves in precarious situations. The 13th annual Report Card on Charitable Giving has changed to respond to the shifting charitable giving landscape nonprofits are experiencing due to the economy. We expanded the number of agencies we asked to weigh in on their financial health from our 56 bellwether organizations to nearly 400 agencies, and nearly half responded. Instead of asking nonprofits to report financial data that was at least six months old, we requested that organizations provide us with their real-time impressions of how the economy is affecting them, and therefore, the individuals and families they serve right now.

Nonprofits play an important role in the region. They provide needed services that educate children, protect the environment and make health care accessible. The area's nonprofit arts organizations also enrich our cultural lives. But local nonprofits are also an important part of our local economy. According to a 2007 report by The Cultural Alliance of Greater Milwaukee, the nonprofit arts industry generates the equivalent of 8,359 jobs and has an economic impact of more than $249 million in metropolitan Milwaukee each year. When local nonprofi s struggle, the community may experience both a reduction in access to services and a negative impact on the economy. The 2008 Report Card on Charitable Giving focuses on the gift trends of our bellwether nonprofits since 1992. This year, a new dimension was added to give the community a clearer picture of what some nonprofits are experiencing now. A survey of human services agencies, in June indicates a sector experiencing increased demand and decreased stability.

For eleven years, the Report Card on Charitable Giving has provided an in-depth look at giving to a series of bellwether nonprofit organizations in six different sectors in the greater Milwaukee area. In the past, our efforts have primarily focused on changes from one reporting year to the next. For the 11th annual report, we're offering a more detailed look at contributions to three sectors over a longer period of time, since 2001. We believe this comprehensive look offers donors and organizations more helpful information.

Giving to local nonprofit organizations has increased 127% since the first Report Card on Charitable Giving was released ten years ago, and 2005 giving is at the highest level since the survey began, according to the 10th Annual Report Card on Charitable Giving, published by the Greater Milwaukee Foundation and researched by the Public Policy Forum.

The 9th annual analysis of charitable giving in metropolitan Milwaukee found that the economic recovery from the 2001 recession did not translate into increased philanthropy here. On the contrary, total gifts to bellwether organizations declined 10% between 2003 and 2004.

Total charitable giving to the 64 bellwether nonprofit organizations in the Greater Milwaukee region increased 4.2 percent or $9.2 million between 2002 and 2003. That increase brought total philanthropic donations to $227.5 million. In light of economic conditions in recent years, the increase demonstrates the strength and resilience of the philanthropic community in Greater Milwaukee.
